Standard operating procedures for the COVID-19 period

The Covid 19 pandemic has impacted municipal services. The Nelson Mandela Bay Municipality’s Town Planning Directorate is operating, but on a rotation basis. They have implemented procedures for the submission of Site Development Plans (SDPs).

SDP applications are to be converted into PDF format. The file is not to exceed 2MB and submitted per e-mail to the Planning Support Officer, Ms N Ketelo at:, who will in turn acknowledge receipt of the application per e-mail.

In the event that the attachments combined exceeds the prescribed size, the application must be split into separate e-mails or saved on a flash-drive and delivered to Land Planning Division, 3rd Floor, Lillian Diedericks Building, 191 Govan Mbeki Avenue, Port Elizabeth, preferably by appointment.

Documents must be labelled Annexure A, B, C…etc. as guided by the table appended hereto showing documents required.

An assessment sheet will be e-mailed back to an applicant, by a Town Planner dealing with the SDP.

It is the responsibility of the applicant to obtain comments from various municipal departments.

If required, the applicant must make amendments to the plan in accordance with the comments received from various municipal departments.

The applicant must submit the plan and the assessment sheet in PDF format (e-mail or flash-drive) to a Town Planner dealing with SDP.

A Town Planner will acknowledge receipt, finalise the SDP and communicate the outcome to the applicant, via e-mail.
